Signoffs page with "restricted" on "Completed By" column (workflow history report)

Is it same for all user or only to specific user ?

The log in user can only see his own user ID there if completed by him.  

The cell will be masked as "Restricted" if it is completed by other user.

Can you check the permissions of identity and user itemtypes. Check whether World has access to get the users and identity

It solved after I enable the world access under user permission.
