do you use a freshly installed Innovator instance? Does the error appear when you try to login, or don´t you even see the Innovator login page?
I assume when setting up the Windows Server you might have forgotten some required setting.
Check if you use same settings as shown here:

There are also other issues that may cause this error message. But I would recommend you to check the basics first.

I installed it by using WEB site how to install Arfas innovator. (Japanese site)

All settings, including Windows Server, follow the URL above.
Installation on other PCs has been successful in the same way. So I am confused.

When you already see this page, your IIS settings should be fine.
This one looks more like an Oath server or an AppPool problem. But I am just guessing.
I personally would first check some general stuff, before touching any of the installed files
1. Can you check in your server if your application pools are all up and running?
2. Delete Cookies (!) and browser cache
3. Restart IIS
The AppPool was already started when I confirmed it with IIS manager.
- Aras Conversion AppPool ASP.NET Core
- Aras Innovator AppPool ASP.NET 4.0
- Aras OAuth AppPool ASP.NET Core
- Aras SelfServiceReporting AppPool ASP.NET 4.0
- Aras Vault AppPool ASP.NET Core
How can I check if these APPPool can be checked in?
